The time shown against each comment seems to bare no relation to the actual clock face. Where does this time come from?

The WHO time is actually correct. It's GMT that is wrong.

There's a kink in the time mains supplying WHO mansions.
The Time Board has been informed, but they claim that WHO has owned the portion of the pipework that is on its property since time was privatised in the late '80s.
